1. PROGRAM UNIT MANAGER 2 POSITIONS - MWANZA & IFAKARA
The purpose of this position is to lead and manage Plan's field office in Mwanza /Ifakara in planning, implementing and monitoring program interventions to high quality, and to manage the teams to ensure they perform highly and achieve organizational goals.
The Program Unit Manager is in charge of providing strategic leadership in the overall implementation of the programmes at district level. Adhering to donor compliance across all grants is critical, as well as acting as a representative for Plan in the region.
S/he is responsible in ensuring that all targets are met by staff across all Key
management areas of operation, program, sponsorship, human resource and finance.
S/he maintains all relationships with partners and is accountable for their performance.
S/he works in partnership with local authorities at the district/regional level and with the Country office team. Overall, she/he is the representative of the country director at the district level and will ensure Plan's visibility and participation by facilitating appropriate collaboration, networks and partnerships. S/he will be a budget holder. We are seeking an excellent manager who can lead the field office to perform to a very high standard.

Educational Qualification and Experience
A minimum of a Bachelors degree in development or related field
Masters degree preferable, in development or management
At least 5 years experience in a similar, senior management role
Demonstrated experience in the management of key programmatic areas such as
health, education, livelihoods, disaster risk management and protection.
A commitment to, and understanding of, participatory approaches to development.
Knowledge of human resource and change management

Skills Specific to the Post

Program Manager -1 Position Dodoma

Plan serves as Executing Agency (EA) for the Usafi wa Mazingira Tanzania (UMATA) Programme, a sanitation and hygiene initiative funded by the WSSCC's Global Sanitation Fund, which aims to help one million people live in open defecation free environments. UMATA is being implemented in three districts of Dodoma Region over a five year period; 2012 - Dec 2017.
The Programme Manager will provide operational leadership to and management of
Plan's EA team for the successful achievement for UMATA programme.
The role of the UMATA Programme Manager is to ensure delivery of the UMAT A programme in
Dodoma including management of partner relationships at regional and district levels, financial and grant management, and personnel management at Dodoma. In addition, the UMATA Programme Manager elaborates the strategic framework of programme implementation,

Knowledge and skills:
Excellent and proven project management skills developed in the delivery of similar projects
Strong verbal and written communication skills utilised in the development of effective working relations across a range of stakeholders in project delivery.
Experience of establishing and using monitoring and evaluation systems to demonstrate accountability upwards and downwards in the delivery of projects
Commitment to capacity building of local institutions based on mutual respect and partnership.

Experience in managing donor, NGO and government relations is desirable.
Relevant knowledge and experience in one or more of the following areas would be desirable: hygiene education, Community led Total Sanitation (ClTS) methodology, sanitation marketing and financing.
Knowledge of/familiarity with Tanzania's National Sanitation Campaign (NSC) would be considered an asset.

Child Marriage Project Coordinator 1 Position-Mara

The purpose of the role is to ensure the timely and quality implementation of the EC funded project on ending child marriage and FGM in Tarime district (2015 - 2017).
The position holder will manage and lead the implementation of the project within EC donor guidelines with implementing partner Children's Dignity Forum and strong liaison with Tarime authorities and Tanzania Football Federation.

Qualifications and Experience
Education - University degree in Social work / community development/social science/ development studies; Master level will be an added advantage.
Training - key exposure to courses on: Project management, Child protection,
Gender equality, Monitoring and evaluation, partnership management; Human
Rights Conventions, CRC and CEDAW

Experience - minimum three years' experience, demonstrable experience in community and/or International development including management experience, including strong experience in large project management, specifically involving design and management of community development projects, Child rights / Gender based Violence; experience in managing an EC program or other large multi-year grants-based program implementation .. Strong project management skills, including overseeing effective delivery and reporting
Technical understanding of gender norms, FGM and child marriage drivers
Knowledge on behavior change communication
Understanding of monitoring & evaluation

Skills specific to the post
Strong project management skills, including experience of managing an annual
budget of at least $350,000 USD .
Possession of good report writing skills
Strong negotiating, facilitating and influencing skills
Strong community facilitation skills
Cultural sensitivity i.e. building and working effectively within a diverse working environment
Able to work with complexity and ambiguity
