With support from the government of Tanzania and international donors such as USAID, DFID, Global Fund, KfW and private foundations, PSI has worked in Tanzania for almost 23 years. Since 1993, we have implemented social marketing and social franchising programs with behavior change communication to deliver prevention and treatment products and services across a wide range of health areas including Family Planning and Reproductive Health, HIV/AIDS, malaria and child survival, and water-borne diseases.

We seek a Research Technical Advisor (RTA) to lead research technical activities with PSI-Tanzania (70% Level of Effort) and to support regional research activities (30% LOE). The RTA would provide technical leadership for research conducted by PSI-Tanzania, which will include household surveys, provider surveys, exit interviews and mystery client interviews at health facilities, mapping studies and outlet surveys at retailers, formative qualitative research, and other study designs as needed by programs. The RTA would work with senior program, marketing, and M&E staff to determine what research is needed, choose a study design, and design and implement high-quality research.

The RTA would manage the research team (3 staff) at PSI-Tanzania and report to the Director of Research, Monitoring and Evaluation for PSI-Tanzania. The RTA would have a dotted line to the Regional Researcher, East Africa, who will advise on research support for other countries in the East Africa region.

This position will be based in Dar es Salaam, Tanzania.

Your contribution

PSI-Tanzania Research (70% LOE):

Strategic leadership on research and dissemination

In collaboration with the PSI Programs and Marketing teams, facilitate development of an annual research agenda based on programmatic requirements. Support departments to prioritize annual research and ensure appropriate research is conducted to obtain necessary indicators’ data/ information.
Lead the design and implementation of high-quality research that meets strategic information needs
In collaboration with the operations team facilitate competitive identification and selection of research firms to support field data collection.
Coordinate research activities between PSI/Tanzania, local research agencies, and/or consultants, and ensuring quality control over study design, field implementation and data collection, data analysis, and data interpretation
Collaborate with M&E, program, and marketing teams

Collaborate with PSI/Tanzania Director of Research, Monitoring and Evaluation to design analyses of existing data in the MIS system to answer strategic research questions, improve the quality of the MIS system, and ensure that programmatic and marketing information needs are met using routine data where possible
Work with other PSI/Tanzania departments to increase the use of research for informed decision-making. Packaging research findings to inform audiences accordingly, conducting dissemination and leading additional analyses to answer programmatic needs
Lead dissemination of research results for PSI/Tanzania internally and support external dissemination
Provide technical support to PSI/Tanzania program and marketing staff to build their skills in interpreting research results and using evidence in programmatic decision making
Contribute to proposal development

Participate and contribute to the New Business Development (NBD) process, bringing insights from research by PSI/Tanzania and other relevant stakeholders. Propose strategically valuable, appropriately budgeted research activities to be included in PSI/Tanzania proposals
Build capacity of PSI/Tanzania research team

Provide capacity building support to transfer skills to PSI/Tanzania research team to independently design and implement quantitative and qualitative research
Develop and implement a training curriculum to strengthen identified gaps, along with a benchmarked calendar of implementation
Regional Research Support (30% LOE):

Provide support to East Africa researchers with a focus on 2-3 countries outside of Tanzania

Work with the Regional Researcher to provide support for targeted countries in PSI East Africa region.
Design quantitative, qualitative, mapping, and marketing research studies in collaboration with country-level researchers and programmers;
Build capacity among country-level researchers and partners to design studies, oversee data collection, and analyze/interpret/disseminate results;
Work with country-level researchers to develop annual research portfolios and manage regional and local research subcontractors;
Ensure studies are in compliance with ethical and internal quality standards;
Support country research managers with dissemination of research results internally and externally.
What are we looking for?

The basics

You have at least 5 years of experience in the design, management, analysis, and dissemination of research in public health, including experience in a developing country (experience in East Africa preferred)
You have an MA, MPH, MSc or other relevant degree in public health, behavioral sciences, population studies, psychology, communication, or a related field
You have designed and implemented a wide range of quantitative and qualitative health research
You have done advanced statistical analysis of health survey data and have strong multi-variate analysis skills (Stata preferred)
You have experience analyzing qualitative data (in Atlas TI, NVivo, or similar program)
You have demonstrated your ability to inform programmatic decisions using research results
You are an excellent writer and presenter
You are fluent in English

What would get us excited?

You have a demonstrated ability to oversee quality of multiple current studies
You have worked on market research (including behavioral segmentation), process evaluations, operational research, evaluations of communications effectiveness, mapping studies/GIS, and mobile health technologies
You have substantial experience with electronic data collection
You have substantial experience with designing and implementing monitoring and evaluation systems
You are familiar with MIS systems and processes (especially DHIS2)
You have experience in capacity building or training, especially structured long-term capacity building activities
You have worked with external evaluators
You are proficient in Swahili
