BACKGROUND
The Regional MNCH Strengthening in Tanzania (RMNCH) project, also known as Mama na Mtoto, aims to reduce the number of maternal, child and newborn deaths in Lake Zone of Tanzania through strengthening systems for health service delivery and increasing demand for health services from community to regional levels. Activities include: (1) provision of technical assistance to and capacity building for regional and local level health management teams and health service providers on improved planning and delivery of health services; (2) training health providers and community health agents (CHA) on delivering culturally-appropriate health services that meet international quality standards; (3) equipping and supplying health facilities with the essentials they need to deliver key MNCH services; and (4) working with community leaders and local committees to improve health-seeking behaviour around MNCH, including promotion of male involvement.
Mama na Mtoto is being implemented by a coalition led by the University of Calgary in collaboration with Agriteam Canada Consulting Ltd., the Canadian Pediatric Society, Save the Mothers, Mbarara University of Science and Technology (MUST) and the Catholic University of Health and Allied Science (CUHAS Bugando), in partnership with Mwanza Regional and Misungwi and Kwimba Council Health Management Teams. Funding for this project is from Global Affairs Canada. The project will have a main office in Misungwi with a satellite office located within the CUHAS campus in Mwanza. All Coordinators are expected to be based in the main office with a rotating presence in the Mwanza sub-office. In the third year of the project an office may also be opened in Kwimba district.

THEMATIC FOCUS AND SCOPE OF WORK

Four Coordinators will be responsible for the project’s core technical areas. These include: i) health systems strengthening for MNCH; ii) MNCH clinical skills building; iii) MNCH community health promoter/educator training and supervision; iv) community engagement for MNCH; and v) gender equality and social equity. The Coordinators will be key members of the Field Office Team and are expected to contribute to an office environment characterized by a high-performance, results-based culture. Regular travel will be required for each Coordinator position. The Health Systems Strengthening Coordinator (HSSC) will be expected to work closely with Regional and Council Health Management Teams and health facility managers, as well as with project and partner technical specialists and stakeholders. The HSSC will work on the following issue areas:
• Government planning processes:
Annual planning cycles and strategic planning
• Council Health Management Teams (CHMTs):
CHMT management and coordination
Human resources for health planning, deployment and suport
• Comprehensive Council Health Plan (CCHP) implementation
• Health management information systems:
Information flow and dissemination
Using data in planning and management of health services
• Supportive supervision:

Capacity building, coaching, mentoring
• Clinical standards and standard operating protocols
• Referral systems and protocols
• Health system governance:
Health facility governance committee functioning
Accountability and transparency

GENERAL RESPONSIBILITIES

The general responsibilities for each of the Coordinators include but are not limited to the following:
• Contribute to Annual Work planning process, including detailed planning and budgeting of capacity building, procurement and other activities in the Coordinator’s technical area and according to the Project Implementation Plan;
• Coordinate implementation and ensure quality delivery of project activities in the Coordinator’s technical area;
• Conduct regular field visits to the project areas;
• Plan and organize and/or lead project training programs ;
• Prepare for, support, and follow up on technical team visits;
• Provide background knowledge, insight and feedback to the technical team members with ;
• Supervise, support, and coordinate junior project officers, as directed by the Field Manager;
• Contribute to project monitoring and evaluation activities through liaison with the Research Coordinator and senior project management;
• Contribute to timely and accurate preparation of project progress reports using results-based management approaches;
• Contribute to maintenance of proper and up-to-date project documentation and records;
• Act on any other assignment given by the Field Manager from time to time.
Coordinators are directly accountable to and report to the Field Manager. Their responsibilities include frequent day trips to communities and health facilities within Misungwi District and Kwimba District, including overnight visits.

EDUCATION AND EXPERIENCE

All Coordinator candidates must demonstrate their ability to understand the specific issue areas and undertake the general tasks described above. Ideally all candidates will also have:
• Post-secondary education (degree preferred) in Public Health, Medicine, Nursing, Sociology, Health Promotion, Social Work or another relevant field
• Skills in and experience with MS Office, including Word, Excel and PowerPoint
• Skills in relationship-building, team-work and collaboration
• At least 3 years prior experience as a project coordinator or project officer.
• Strong communication skills in English and Kiswahili.
In addition, the following core skills and experience are desirable for the HSSC:
• Familiarity with Government of Tanzania policies and planning systems in the health sector, including decentralization
• Medical Officer or Assistant Medical Officer background desirable
• Training in or experience with health management information systems in Tanzania (HMIS2, DHMIS, HRHMIS)
• Previous work with Regional and Council Health Management Teams

SCOPE OF WORK

Reporting to the Finance and Administration Manager (FAM) and responding to requests from the Canadian Field Manager (FM) and Agriteam HQ personnel working on the project, the Office Administrator facilitates the implementation of project activities according to the Project Implementation Plan and Annual Work Plans. His/her work shall be based on sound professional administration practices, with the objectives of client responsiveness, accuracy, quality, and productivity. The Administrator will be a key member of the Field Office Team and is expected to contribute to an office environment characterized by a high-performance, results-based culture. He/she works collaboratively with project staff; coordinates implementation of services and activities and assists project staff on human resource issues. The Administrator Officer will oversee administrative support staff (Admin/Logistics Assistant, drivers, cleaner, etc.).

SPECIFIC RESPONSIBILITIES

The Office Administrator is responsible for the day-to-day administrative operations of the project and development of administrative systems. The duties include the following:
Administrative Duties
• Follow procedures outlined in the project’s Finance and Administration Book (FAB) and orient new staff to its provisions
• Ensure Agriteam and GAC/DFATD regulations are adhered to (i.e. travel guidelines, hotel arrangements, VAT, etc.)
• Obtain residency permits, visa extensions and other required permits from the Government of Tanzania
• Supervise the use and maintenance of the project vehicles and the schedule for project drivers
• Supervise the maintenance of the project office and sub-offices, and liaise with landlords including CUHAS and DHMT officials as required on issues related to maintenance
• Arrange medical insurance and other benefits for locally hired staff in conjunction with the FAM
• Establish and maintain effective working relationships with key suppliers, and manage stock of office supplies and maintenance of essential equipment
• Work closely with the local Admin/Logistics Assistant to analyze various logistic, boarding, lodging, secretarial and other ancillary requirements for training events and other project activities, and propose cost-effective options for consideration by the Canadian Field Manager.
• Assist in the preparation of office operations budget and ensure adherence to it
• Maintain positive working relationships with other staff and service providers
• Provide oversight and support to the Admin/Logistics Assistance and the IT Officer
• Act on any other assignment given by the FAM from time to time.
Management of Project Documentation
• Participate in the preparation and formatting of Annual Work Plans, Semi- Annual and Annual Reports, and any special reports as required
• Develop and maintain functional electronic and filing systems
• Assist with and /or coordinate the preparation, copying, binding, distribution and filing of project documents and reports
• Ensure professional presentation of all outgoing documentation and correspondence
• Support technical personnel in achieving their consultancies
• Catalogue all knowledge products produced by the project
Executive Assistant to Canadian Field Manager
• Translation and interpretation as needed
• Filing, office organization (hard and soft copies)
• Taking and distributing meeting minutes
• Organize meetings with staff, partners, government officials or others as requested by the FM
• Organize transportation as needed

EDUCATION, EXPERIENCE AND LANGUAGE REQUIREMENTS
• Post-secondary education such as a diploma or Bachelor degree in Business Administration or a similar field, or equivalent work experience in office administration or international projects.
• Minimum of 3 years’ experience in a complex project-based office environment, preferably in a donor-supported environment.

• Excellent competency in Microsoft Office suite of programs, particularly Word and Excel
• Strong English language skills(reading, writing and oral) and fluency in Kiswahili

SCOPE OF WORK
The Finance Assistant (FA) will report to the Finance and Administration Manager (FAM). He/she will also respond to requests from the Canadian Field Manager (FM) and the Canadian Finance Officer(s). The FA facilitates the implementation of project activities according to the Project Implementation Plan and Annual Work Plans. The FA will be a key member of the Field Office Team and is expected to contribute to an office environment characterized by a high-performance, results-based culture. He/she will work collaboratively with and assist project staff to adhere to the project budget and to enable project activities to happen smoothly and on schedule.

SPECIFIC RESPONSIBILITIES
The duties of the Admin / Logistics Assistant include the following:
• prepare Field Advance forms and Wire transfer forms for review by the FAM
• prepare vouchers for all expenditures with correct Clause number and Activity number according to approved project Budget
• make sure all per diem and allowance payments have proper receipts and are accompanied by participant attendance sheets
• process payments for cell phones, office utilities and related operating costs
• check that receipts accompany all expenses
• translate receipts into English or add identifying information in English
• photocopy expense claims and receipts and other financial documents as required
• prepare monthly Accounts Ledgers
• maintain the petty cash box and all associated accounting in collaboration with the FAM
• prepare courier package to send all vouchers to the Head Office in Canada on a monthly basis
• prepare procurement requests for office furniture and equipment and any equipment provided to project partners
• make sure that all procurement follows the procurement guidelines
• update procurement log file on a regular basis for project office and FM Residence, keep procurement log file and make sure it contains all the necessary documents
• keep financial and procurement files up to date as outlined in the Field Accounts Book (FAB), including files on procurement, FM Residence, Timesheets, Contracts with other Suppliers including project office;, RMNCH project Registration process, Bank documents and Statements, Field advance forms, Tenders and other
• assist on data entry, typing and maintain in orderly project documents and files
• keep informed of local market costs and practices
• support Office Administrator and Admin / Logistics Assistant in organizing training events and project activities where required, including but not limited to preparation and distribution of participant allowances
• other related tasks as assigned by the FAM or FM

EDUCATION, EXPERIENCE AND LANGUAGE REQUIREMENTS
• Minimum completion of Secondary School. Post-secondary Accounting training preferred, or equivalent work experience in financial our accounts management ideally within international projects.
• Minimum 1 year of experience as a finance or accounting assistant in a mid-sized office environment, preferably on a donor-supported project.
• Computer capability in Microsoft Office suite of programs, particularly Excel
• At least moderate English language skills(reading, writing and oral) and fluency in Kiswahili
• Willingness to work in a collaborative team environment as well as ability to work independently

The Regional MNCH Strengthening in Tanzania (RMNCH) project, also known as Mama na Mtoto, aims to reduce the number of maternal, child and newborn deaths in Lake Zone of Tanzania through strengthening systems for health service delivery and increasing demand for health services from community to regional levels. Activities include: (1) provision of technical assistance to regional and local level health management teams and health service providers on improved planning and delivery of health services; (2) training health providers and community health agents (CHA) on delivering culturally-appropriate health services that meet international quality standards; (3) equipping and supplying health facilities with the essentials they need to deliver key MNCH services; and (4) working with community leaders and local committees to improve health-seeking behaviour around MNCH, including promotion of male involvement.

Mama na Mtoto is being implemented by a coalition led by the University of Calgary in collaboration with Agriteam Canada Consulting Ltd., the Canadian Paediatric Society, Save the Mothers, Mbarara University of Science and Technology (MUST) and the Catholic University of Health and Allied Science (CUHAS), in partnership with Regional and District Health Management Teams. Funding for this project is from Global Affairs Canada. The project will have a main office in Misungwi with a satellite office located within the CUHAS campus in Mwanza, Lake Zone. The Data and IT Officer (DITO) is expected to be based in the main office with a rotating presence in the Mwanza sub-office. In the third year of the project an office may also be opened in Kwimba. The project has just started, and field activities will run until March 31, 2020. The Data and IT Officer is a full time position for the duration of the project.

SCOPE OF WORK
The Data and IT Officer will report to the Finance and Administration Manager (FAM). He/she will also respond to requests from the Canadian Field Manager (FM), and work closely with the Health Systems Strengthening Coordinator (HSSC). The DITO takes the lead in establishing and ensuring the ongoing functionality of the project networks and computers all effective operation facilitates the implementation of project activities according to the Project Implementation Plan and Annual Work Plans. The DITO will be a key member of the Field Office Team and is expected to contribute to an office environment characterized by a high-performance, results-based culture. He/she will work collaboratively with and assist project staff to adhere to the project budget and to enable project activities to happen smoothly and on schedule.

SPECIFIC RESPONSIBILITIES
The duties of the Data and IT Officer include the following:
• Establish, maintain and manage a server and functional computer network for the project office with capacity for website hosting, mail server, project files and database);
• Develop, implement and maintain server and network security and user system access based on industry standard best practices;
• Advise on and implement disaster recovery plan for operating systems, databases, networks, servers and software applications;
• Establish and maintain LAN/VPN systems;
• Provide computer technical support to RMNCH project team;
• Recommend and install appropriate anti-virus software on all project computers
• Research, recommend, negotiate and coordinate with all communication and information technology- vendors suitable for providing support to the project;
• Manage and maintain all information technology and communications equipment including photocopiers, cameras, LCD projectors in the main project office in Misungwe as well as any sub offices in Mwanza and Kwimba, and follow up on service arrangements with suppliers where appropriate;
• Manage and maintain all laptop and desktop computers in Misungwi and sub-offices;
• Together with the FAM, maintain up-to-date equipment lists for all project ICT equipment;
• Set up IT systems for training sessions and other project activities as required (may involve travel to training sites outside of Misungwi or Mwanza));
• Provide support to the monitoring and evaluation team members, IMCHA project investigators and staff, and Technical Team specialists for setting up, maintaining and updating project performance measurement and research databases as required;
• Provide technical support as requested to the Health Systems Strengthening Coordinator and Technical Team specialists related to strengthening Health Management Information Systems at regional, council and health facility levels
• Liaise with IT and communications professionals from CUHAS to ensure compatibility of technologies and maintenance of data security systems;
• Undertake other related tasks as assigned by the FAM, the Field Manager, or the HSSC

EDUCATION, EXPERIENCE AND LANGUAGE REQUIREMENTS
• Minimum completion of Secondary School and advanced computer systems or information technology training, or equivalent demonstrated knowledge of or work experience in providing ICT and data analysis support services, ideally within a research or international project environment.
• Minimum 1 year of experience as an ICT support officer in a mid-sized office environment or for a university research team.
• Familiarity and experience with setting up and managing servers and Local Area Networks
• Experience with Health Management Information Systems is considered an asset
• Capability and experience providing support for Microsoft Office suite of programs
• Knowledge of or experience with Tanzanian government health information systems (HMIS2, D-HMIS, HRHMIS)or any statistical software packages is considered an asset
• At least moderate English language skills(reading, writing and oral) and fluency in Kiswahili
• Willingness to work in a collaborative team environment as well as ability to work independently

THEMATIC FOCUS AND SCOPE OF WORK

Four Coordinators will be responsible for the project’s core technical areas. These include: i) health systems strengthening for MNCH; ii) MNCH clinical skills building; iii) MNCH community health promoter/educator training and supervision; iv) community engagement for MNCH; and v) gender equality and social equity. The Coordinators will be key members of the Field Office Team and are expected to contribute to an office environment characterized by a high-performance, results-based culture. Regular travel will be required for each Coordinator position. The Community Engagement Coordinator (CEC) will be expected to work closely with community leaders and community health workers, as well as with project and partner technical specialists and stakeholders. The CEC will work on the following issue areas:
• Community engagement to improve maternal and child health:
Best practices to improve demand for services
Working with leaders, local committees and volunteers
Community education and mobilization
• Community health worker (CHW) training and support:
Capacity-building, coaching, mentoring
Supportive supervision and coaching
Motivation of CHWs and volunteers
Linking CHWs to health systems& facilities

GENERAL RESPONSIBILITIES
The general responsibilities for each of the Coordinators include but are not limited to the following:
• Contribute to Annual Work planning process, including detailed planning and budgeting of capacity building, procurement and other activities in the Coordinator’s technical area and according to the Project Implementation Plan;
• Coordinate implementation and ensure quality delivery of project activities in the Coordinator’s technical area;
• Conduct regular field visits to the project areas;
• Plan and organize and/or lead project training programs ;
• Prepare for, support, and follow up on technical team visits;
• Provide background knowledge, insight and feedback to the technical team members with ;
• Supervise, support, and coordinate junior project officers, as directed by the Field Manager;
• Contribute to project monitoring and evaluation activities through liaison with the Research Coordinator and senior project management;
• Contribute to timely and accurate preparation of project progress reports using results-based management approaches;
• Contribute to maintenance of proper and up-to-date project documentation and records;
• Act on any other assignment given by the Field Manager from time to time.
Coordinators are directly accountable to and report to the Field Manager. Their responsibilities include frequent day trips to communities and health facilities within Misungwi District and Kwimba District, including overnight visits.

EDUCATION AND EXPERIENCE

All Coordinator candidates must demonstrate their ability to understand the specific issue areas and undertake the general tasks described above. Ideally all candidates will also have:
• Post-secondary education (degree preferred) in Public Health, Medicine, Nursing, Sociology, Health Promotion, Social Work or another relevant field
• Skills in and experience with MS Office, including Word, Excel and PowerPoint
• Skills in relationship-building, team-work and collaboration
• At least 3 years prior experience as a project coordinator or project officer.
• Strong communication skills in English and Kiswahili.

In addition, the following core skills and experience are desirable for the CEC:

• Community development background with experience in health sector or with CHWs
• Experience training and working with volunteers, community leaders and committees
• Knowledge of social and behaviour change communications
• Sikuma language capacity is an asset

He/she will also respond to requests from the Canadian Field Manager (FM) and Agriteam HQ personnel working on the project. The ALA facilitates the implementation of project activities according to the Project Implementation Plan and Annual Work Plans. The ALA will be a key member of the Field Office Team and is expected to contribute to an office environment characterized by a high-performance, results-based culture. He/she will work collaboratively with and assist project staff to make all logistical arrangements for meetings, trainings and travel and provides other support services to enable project activities to happen smoothly and on schedule.

SPECIFIC RESPONSIBILITIES
The duties of the Admin / Logistics Assistant include the following:

• Answer the main office phone and respond to calls at the office gate with courtesy and professionalism, and guide visitors or callers to the right colleagues as required;
• Provide support to take minutes at team meetings or project events;
• Receive all incoming correspondence, messages via telephone or fax, and courier packages, and deliver these to the appropriate staff in a timely manner;
• Assist the Office Administrator to maintain electronic and paper files in an orderly manner;
• Prepare and arrange for sending of mail, messages and courier packages;
• Support the field office Coordinators, visiting Technical Team experts and management staff and the FM in preparation of letters, memos, faxes, files, calls, setting up or appointments, local and national travel arrangements and photocopy of materials as required;
• Prepare sign-in sheets, requisitions and receipts for allowances, and attendance certificates (where appropriate) for trainings and events, and verify with the technical Coordinators and the FAM
• Provide support to find price quotations or potential suppliers for purchases of supplies or equipment or for provision of contracted services as required
• Provide other support as requested by the FM, The FAM and the Office Administrator
EDUCATION, EXPERIENCE AND LANGUAGE REQUIREMENTS
• Minimum completion of Secondary School. Secretarial or administration training preferred, or equivalent work experience in office administration or international projects.
• Minimum 1 year of experience in an office environment, preferably on a donor-supported project.
• Computer capability in Microsoft Office suite of programs, particularly Word and Excel
• At least moderate English language skills(reading, writing and oral) and fluency in Kiswahili
• Willingness to work in a collaborative team environment as well as ability to work independently
• Excellent organizational skills.
