Present in Tanzania since 1993, IRC supports the Tanzania institutions – government, civil society, community-based organizations and private sector – to provide improved social services, decrease youth unemployment and mitigate gender based violence. IRC do this through programs and partnerships designed to improve the life of women, youth and children by implementing, Education, Youth, Community Based Rehabilitation and Gender Based Violence programming. IRC has a Country Program office in Dar es Salaam, a Field Office in Kigoma, a Field Kasulu, a Field Kibondo in Kigoma region and Tanga.
Position: Education Protection Officer (01 post)
Reporting to: Education Protection Manager
Location: Nyarugusu camp, Kasulu District
Scope of work
The International Rescue Committee (IRC) coordinates the provision of services including education across a broad spectrum of sectors in Kigoma Region, Tanzania. Under the direct supervision of the Education Protection Manager, the Education Protection Officer is responsible for optimal access to education by female students. He/she trains students on reporting mechanisms and ensures all incidents of sexual exploitation of students by teachers are addressed. He/she plays his/her role to ensure the school environment is safe and free from violence for all students. She works closely with school clubs to develop their action plans and is responsible of Menstrual Hygiene Education in schools as well.
- Monitor drop out trend in all schools, follow up on the causes of drop out and facilitate back to school process.
- Ensure twice a week monitoring of all suggestion boxes, retrieval and processing of information
- On weekly basis, submit a statistical report to the Education Protection Manager on the number and nature of complaints received via suggestion boxes breaking down per school as well as actions taken.
- In collaboration with Education Protection Manager and other key sectors train students on reporting mechanisms and ensures all incidents of sexual exploitation of students by teachers are properly addressed.
- Ensure schools environment are safe and free from violence for all students.
- Closely monitor school clubs and facilitate them in developing their action plans.
- In collaboration with the Protection Manager, conduct close supervision to adolescent girls in all schools and provide catch-up/tutoring sessions outside normal school hours for adolescent girls who have fallen behind to decrease the risk of abuse and dropping out.
- Coordinate with Parent committees in each school to ensure protection issues are clearly addressed in the community.
- Identify psycho social needs of students in schools and facilitate needed support including safe referral
- In collaboration with Education Protection Manager, capacitate students to understand their basic rights and duties and adhere to school rules and regulations
- In collaboration with education officials, identify and orient two teachers per school as SEA receiving focal points (one female and other male) and coordinate effective channeling of complaints
- Consult girls and female staff on their MHM needs, preferences and challenges while managing their menstruation in educational spaces
Communication Networking, Advocacy & Coordination
- Work with GBV and Child Protection teams to ensure SEA survivors are supported in an appropriate manner.
- Ensure that the Safe Learning Environment guidelines are implemented in each school.
- Facilitating the implementation of plans to meet the needs of complainant and/or victims, specifically their need for protection, including possible relocation and any health/medical needs.
- Coordinating and collaborating with other PSEA initiative in camps
- Ensuring that all staffs are inducted and aware of their responsibilities under the Protocol for Prevention of Sexual Exploitation and Abuse in Schools.
- Degree in Sociology, Social work, Community development, Education from a recognized institution with one year work experience in child protection settings
- Experience working with rural communities desirable
- Ability to facilitate trainings and meetings
- Ability to work independently with a high degree of initiative required
- Good IT skills: knowledge of MS Word; Excel and Outlook required
- Swahili and good English written and oral skills required. French and Kirundi a plus
